Computer hicups, when trying to run multilple programs or watch streams

hey guys before i overclocked i didnt have any issues but all of the "stock overclocking settings" were driving the voltages upto like 1.48 so i decided to take the time turn off all the automated stuff and i have a stable clock of 5ghz at 1.31 with LLC of 4 (pulls down to 1.28v under full load) its stable through hours of tests and ingame.. but for some reason when trying to stream on second screen or run other programs it stutters massivly.... it FEELS to me like a core issue like the core is allready being used by somthing but for some reason it wont throw it on anouther.. does one of the automatic "overclocking" settings provide a corebalancing action?

system is a ROG strix 370f and 8086k 16 gig ram 2x 8 duelchannel and 1080 gtx

temps are perfect, cant see obviously why it stutters. i cant even see the cores spiking up to 100% on HW monitor

Any advice would be welcome!

oh and i have turbo enabled still with a max duration set to hold the 5ghz

Is anything else peaking on HW monitor or task manager? Network, disk access memory?

it would appear its happening worst when harddrive hits 100% during like "loading" screen in WoW or somthing like this. never really saw it before tho :S

What spec is the disk?

Can you see if your network is also being used a lot, it might be Windows trying to download another huge update?

Ha, this is a really funny way to describe a very real and annoying problem

Honestly, I came back to Windows after 6 years on Linux so that I could game. Windows is so aggressive about stealing resources.

Network traffic, isnt really changing. and the drive runs from 0-2% to 100% when loading, ive just never exsperianced loading in game effecting a video or music stream before... feels wrong me to me.
