Computer problem - nothing on screen

Basically we're having a problem with my brothers computer where the PC turns on but nothing is on screen. We've tried 3 GPU's with the same problem, so it's not the GPU. The 360 works on the screen, so it's not the screen.
The rear fan also does not spin.

Given this, and the lack of any error codes or beeps, I reckon it's the board - this sound right?

It's an A64 3200+, nForce3 board w/ AGP. Gonna be a pain finding a replacement for this...

Can you try another PSU? Make sure there are no short cuicuits around the motherboard mounting holes.

A quick way to test the psu is to short the green/black wires as shown here
http://modtown.co.uk/mt/article2.php?id=psumod but obviously don't do this if you are not comfortable. This is the same has hitting the low voltage switch on the front of your case.
