confuse with pcie

hello guy's i know there is a lot posts about this but i cannot found a direct answers on this question.
what is better to run single video card at 3.0 x16 or two vcard sli thats will run only at 3.0 x8 its dosent metter of brands etc. just need correct answer which why is better for example lets say 2 cards msi gtx 970 4g in sli will run at pcie 3.0 x8 bc are limited from mobo or single card gtx970 4g running at pcie 3.0 x16 and why what is different and impact in performance!

Going from 8x 3.0 to 16x 3.0 is a insignificant difference.

thanks m8 this definitely answered my question.
so in practice if there is some impact its around 1%fps and could be experience in case of loading some really hard test or graphic load on XX card so stil sli is better.

Even PCI-E 2.0 8x wont really affect a TitanX, 1-2FPS at the most. So yeah it's not something you need to worry about at all
