Does this sound like a psu fault?

Hi guys,

Need your advice.
I have been using my pc all day, turned it off then tried to turn it back in again but it powers on for a second then shuts off.

I've had no problem for years with it, but I've taken everything out of case and tried each part to the best of my abilities.
I have no spares on hand to check but I think it might be PSU.
I put everything together on a table with no graphic card and sometimes the cooler and MB start to boot. Though next time I attached my graphic card it just booted for a second then went dead.
I did the paper clip start with a hard drive attached. As I have no molex cables. It again boots for a second then I can't hear or feel it spinning.
I just need a second opinion as the psu is two week out of warranty so if I buy a new one I just don't want to be out £100.
