Enermax LiqTech II TR4 mounting advice

I want to ask - experiencing issues with the watercooler, noise, overheating etc. Having just recently taken a detailed look at the PC - there seems to be a plastic film sticking out from beneath the cooler - is this normal or has somebody building the system forgotten to ply off the protective foil ?

They forgot to take off the plastic protector. Also those coolers are pretty notorious for failing.
