Sorry folks, am out of touch with PC hardware these days but the publishers say that the min requirements are:

Processor: Intel Core 2 Quad CPU Q6600 @ 2.40GHz (4 CPUs) / AMD Phenom 9850 Quad-Core Processor (4 CPUs) @ 2.5GHz

Video Card: NVIDIA 9800 GT 1GB / AMD HD 4870 1GB (DX 10, 10.1, 11)

I'm guessing a Intel Core i3-4030U / HD4000 wouldn't cut the mustard?

But a Core i7-4710MQ / GeForce GTX 860M would?

To put it mildly :)

Mobile chips aren't directly supported generally speaking when it comes to games, usually games will run on them pretty well just not necessarily as good as their desktop counterparts. Overall you should be fine with that.

Once the game is released nVidia will probably release a few patches to improve performance within the game like they do with most others.

Looking at a few benchmarks your 860m comes a little bit below the 660 in the recommended specs, i dunno what settings the recommended specs is suppose to allow you to play though, i would guess medium settings.
