HTPC/MCE Upgrade

I want to turn my lil baby into a HTPC the spec as it stands is as follows

MSI K8N neo2 plat
AMD 3200 winnie
X800XT (AGP)
1 Gig Corsair
1x 36 Gig raptor Main Drive
1x 160 Gig Storage drive (music, pictures etc..)
Sound Blaster Audigy 2zs
2x 120mm Delta fans (loud )
Pio dvd writer
Hyper Type R PSU
Windows XP Home

all housed in an Akasa Eclipse case at the moment, was built christmas 2004 and has run like a dream never missing a beat!

now i understand i need a TV card of some sorts which i dont know as there all new to me so need help there

as for games i dont really play them anymore except for HL2 and DoW plus i have an Xbox360 for general gaming.

dont really wanna spend much if possible, just make it quieter/silent and add in a TV card.

as for the case i can live with that for now as it matches everything else in the pit

any advice or suggestions please?

Ditch the raptor, PSU and delta fans. Fit passive HS onto mobo southbridge. Is the videocard cooler loud? Need a remote control also. Use speed reduction utility on the Pioneer

raptor is actually quiet! shocking i know but i hardly hear it

gfx isnt that loud either not clocked jsut running standard speeds

got any suggestions for fans or the PSU? things change so much and so quickly in this market!

passive heat sink onto the south bridge! not that brave!!
