problem is its very very hard to prove that they intentionally slammed the brakes on

or that they weren't spooked by something (like a small child playing in the middle of the motorway etc...)

edit - not saying this is the case, but were it to go to court it ends up being your word against theirs unless there are any imparshal witnesses about

The fact that he flashed his rear fog at him beforehand would lend weight to the fact that he did it with intentionally.
