I've been trying to get up to speed on the these new chips and was reading the AnandTech i7-860 review.I got to the bit where they discussed over clocking the chip found here:

It shows overclocking at 3.5ghz with turbo enabled and 4ghz without turbo.
That lead me to assume you can't over clock to the higher clocks with turbo enabled. So...what would be better for game performance? a 3.5ghz over clock with turbo or a 4ghz over clock without. Now if as i suspect the higher clock speed would be better then what exactly is the point in having the turbo feature at all?
Also as a side question would hyper-threading still function at a 4ghz OC without turbo enabled?
