If non RTX cards have an onboard USB-C controller, why do they not have a physical IO port

As the title suggests, I randomly discovered last night that my 1660 Super has a USB-C controller yet doesn’t have a physical IO. Presumably most if not all Turing cards have this controller. It got me thinking why include it if nothing can be connected and why exclude it at the cost of adding a socket?

Anyone know of a way to solder one on there?
