Is it safe to overclock a Ryzen 1700 to 3.8 with a stock cooler?

I'm not planning on going higher than that.
Have a MSI X370 motherboard with Ryzen 7 1700 with the wraith cooler.

Any ideas?

I'd stick with 3.7 as it seems you can get away with lower voltage, once you hit 3.8+ I found it needed a decent increases in voltage to be stable. I'm at 3.7 at 1.17v

You go into the bios and do that? I noticed that by using the Ryzen Master software, if you restart or reboot your pc, it resets to the original speed.....
