Looking for upgrade and gaming advice.

So ill be playing games like gta v, and ill be fine for a few hours but then randomly, ill freeze for around 2-3 seconds, and as it happens my fps sits at 1 then it all goes back to normal and that will repeat for ages, I found out it wasnt a software issue as I factory reset my pc, so at the time I had a-
-geforce gtx 960
-intel i7-3700k
-16gb dual channel ddr3 ram
-advent b75ma-so1 motherboard
-111GB KINGSTON SA400S37120G (SATA-2 (SSD))
-1863GB Seagate ST2000DM001-9YN164 (SATA )

So I decided it may be my graphics card, so I brought a nvidia geforce rtx 2060 super (evga) and it was still occuring, my temps was fine everything was. Now im thinking It may be the cpu issue. Can anyone help. Also i will be playing games like fortnite, and u would think with those specs i can run 144fps consistent but i dont its very jumpy and drops loads. My friends think its my cpu, opinions guys on what to buy or do?

Did the 'factory reset' include driver updates?

possible, but my geforce experience driver are all up to date along with everything else

Windoes and all motherboard drivers up to date ?

Have you used any software to monitor cpu, gpu and ram usage ?

im not surew how to update motherboard but when im playing my cpu usage goes to around 90-100%

If its freezing for a few seconds there could be slow loading from your hard drive.

Do you have your games on a ssd ?

im not sure their in a folder called local disk c, with a windows pitcutre and a grey drive, its 1.61tb free of 1.81tb thats where its all stored

Thats the old hard drive you have a kingston ssd installing the games to that may improve things but its not a large drive.

yeah im not sure that would fit gta v, but as christmas is around the corner i was thinkingof buying a cpu bundle including ddr4 16gb ram, ryzen 5 3600x will this elimate the freezes

If your doing that you mite as well upgrade the lot reuse your 2060 and maybe psu if not to old.
