Mini PC - help me spec it

I am looking at putting together a small PC that i can use for development work at home, and in the future as a HTPC client. What i require (in order of importance) is:
- Silence (ideally passive)
- Low power (as in watts)
- Small (think Mac Mini size)
- Fast(ish)

As a dev machine i need to be able to run apps like MS Visual Studio, SQL server, etc... Nothing too strenuous, but it has to be able to cope with these well. As a HTPC client it will run MediaPortal connected to a TV server and file server. For the HTPC it needs to be capable of playing HD videos (720 and 1080), it must also have HDMI).

What i am thinking so far is something like this:
- Mini ITX (not sure what?)
- Small SSD (eg. 50gb)
- 4-8gb RAM (ideally 8)
- No optical drives
- Windows 7


Please help me with an actual spec, or ideas as to which direction to go. This is definitely a budget build (i have software), so please do not go for wildly expensive components.
