Mobo Fan Header & GPU Cooling Q

Hey guys, I've just fitted a new case (fractal define c) and took the opportunity to try and quieten down the office.

First Q: - Graphics card - any passive options for a EVGA GT 740 SC? Or can I simply remove the fan and replace it with a ghetto akasa apache blowing straight onto it?

Second Q:
The case has 3 fans (Akasa Apache) 1 at the front, 1 at the rear on the h60 and 1 in the PSU.

When I started the computer the PSU fan didn't work (It's going straight into the MOBO fan 1 slot with it's 4 pin connector).

I tried a different fan and the mobo will only power a 3 pin fan in that place, faulty pwm maybe?

I've hooked the psu fan up to a fan controller for now... any other thoughts on why it wouldn't work would be appreciated!
