No Visible Difference Between Full RGB and Limited RGB on 4k Monitor

I know I know, another question related to which RGB setting to use. But I have done my research (I think) and what I am seeing doesn't correlate to what I've read ...

I am using a PS4 pro and a 4k monitor LG 32UD99

My research shows that I should either use full RGB and LGs black level set to high or limited RGB and LGs black level set to low. But the results are completely unexpected...

Firstly, when LGs black level is set to high, both RGB limited and RGB full look exactly the same. I have used online "black level" tests and both show the same boxes (all visible, even the first row).

Secondly, when I switch the monitor to black level low. Both RGB full and RGB limited look the same, all black levels below 15 ish are lost. Just pure black. Kinda what you would expect from RGB limited going into RGB full screen.

So what's up?? Does the PS4 pro always output RGB full when outputting 4k?
