PC Freezing

My pc has started freezing for about 10 - 30 seconds no matter what i seem to be doing. The mouse cursor still moves but everything else stops. This can be playing games or browsing or downloading a file. I began trouble shooting, uninstalling recently updated and installed programs and still persisted. I have now formatted the hard drive and reset windows and still the freezing happens.

Fans are clean and have replaced the small 4" panel fan. current temp is 30 just browser

Your PSU sticks out in that build - it's not the best. If it's developed a problem it's quite possible it would show up this manner.

Do you have access to another PSU you could test in your system?

Is the system clocked?

You could also try a skeleton setup - unplug all none essential items, leaving only the boot drive, CPU, 1 stick of memory and GPU and test.

Wintoys10 could well be autoamtically downloading some buggy patch or drivers.
Hence problem becoming back after reinstall.

Running some live Linux from USB stick could be the best way to bracket, if it's hardware or software problem.
