Can a PCI Express slot be split into x12 and x4?

On most consumer motherboards there in one PCIe x16 slot which can be split into two x8 slots. That's not a lot of use these days. Allegedly the new GPUs will be bottlenecked by a PCIe v4 x8 slot, but not a x16 slot. NVME cards run off x4 slots. So is it possible to split x16 into x12 and x4?

Basically, no. You could use the split x8 slot for 2 x nvme drives though with the right board and Add in card combination.

I do find it interesting though that on the Turing cards, there's a 10 gbps usb-C port you can run a drive off. Some bandwidth from the pcie slot must be being siphoned off to allow for that.
