No.

My 3600 is fine for now. I don't expect ZEN3 to bring a big enough jump to make it worth upgrading, certainly not when I apparently would have to throw away a perfectly good AM4 motherboard to do the upgrade. I'll check back when DDR5 platforms are on the market.

Of course. But not straight away. I'll get a 4950x way after release likely when they have come down in price or there are some on MM.

I'll keep this mobo and ram investment for as long as it does what I need, hopefully at least 6 years with a cpu swap in 3.

Seeing how hard it was to get hold of Ryzen 9 3900X and 3950X in the first place then I hardly doubt it. I had my 3900X running back in August last year and the 3950X I ordered in December last year too was first in stock in January this year.
I will stick with my 3900X and 3950X until AM5 and DDR5 arrives, then it may be I upgrade to 4900X/4950X to keep the AM4 platform going another year before doing a total platform swap again.

No is the answer. I already have a 3950x which like most of us, i only got at xmas time. I'm not going to cough up similar amounts of cash for a 4950x when the following year Zen4 will be a different platform. I'd much rather get my full money's worth out of the 3950x i have first.
