Do you count it as an upgrade if you're replacing a dead system?

(Would just buy a 2x00 or 3x00 from MM or other trustworthy source, but no access)

My eyes will be focused on the reduction in system latency. Thankfully on an oc discord server I’m in, the people will be tuning them well and doing proper testing so I’ll be able to get like for like comparisons with my 9900k. I’m not interested in more cores but a much faster 8 core chip from amd with greatly reduced latency so it can scale in games.
