Restricting file access based on hardware

Hello,

I'm looking to restrict access to an excel spreadsheet containing personal financial information. However, instead of encrypting it using usernames and passwords, I would like to restrict it based on the hardware on which it's running.

For example, only motherboards or windows instances with a certain serial number can run the file. Does anyone know of any software that allows me to do this, please?
