Shuttle problems - random reboot

I've owned a Shuttle SN95G5V3 for around a year now and i've never had any problems, until later on last week when the machine would decide to randomly reboot itself and upon rebooting wouldn't even load DOS - all i get it a black screen

After a few attemps it will boot up but only till the windows screen, then it does the black screen with no BIOS and occasionally it will actually load windows for a few minutes before rebooting itself.

Things i have done with no success :( :

1. Removed all unnecessary hardware
2. Tried another hard drive in my machine
3. Windows repair
4. Re-install windows on another hard drive
5. Re-set CMOS
6. Checked the voltages and temps in the bios (when i can)

The only other thing i can think of doing is re-seating the CPU and chipset heatsink. The shuttle is clean inside and as i mentioned before the temps are ok (CPU is around 30 degrees),

Any other suggestions as to what the problem may be and/or how i can fix it? For me it sounds like the motherboard or the PSU but i don't know to be honest...
