Spec for a Friend

Can someone spec me a £400 setup that is able to play the Sims games? Onboard sound is fine, and Win 64 if possible. It will mostly be used for internet, but she likes to play the Sims. No keyboard or mouse or screen necessary as already have those and same with speakers.

Either Intel or AMD as long as it's multi core.

Sandy Bridge celeron Dual core CPU, 8GB RAM, LGA1155 motherboard (so it can be upgraded to a sandy bridge or Ivy bridge quad core in the future), windows 7 64 bit, HD 6770 graphics (or a HD 6850 if you willing to spend £12 more).
