Time for an upgrade NVIDIA 30 series probably

So i am thinking to myself time for an upgrade soon, i go online and i see new Nvidia cards are comming out pretty soon, So i'm like sweet! But the problem is i don't know much about PC's in general, i'm just a dumbass consumer.

I am looking to spend around 600£ i can push it if needed but rather not. So after seeing new GPU's i'm thinking cool, 3070 maaaaybe 3080 will do.
Now my question is. Is this the way to go in your opinion, is it gonna be compatible with the rest of my stuff, possible bootleneck? Will i also need to upgrade my MOBO/Cooler perhaps? what you guys think?

Please keep the possible answers pretty simple if you can and if i can have some of your time, thank you.

(I'm playing in 1440p, 165HZ display)

CPU - AMD Ryzen 7 3700X + Stock cooler
MOBO - ROG STRIX B450-F
Memory - Team Dark Pro 2x8 GB, DDR4 3200
Storage - Samsung 970 Evo + HDD
GPU - GTX 1080 8 GB ROG STRIX
Case - Corsair 400C
PSU - SuperNOVA G2 650W

Either will be fine, if you can stretch to a 3080 then you'll have more wiggle with gfx settings etc.

You'll need a new PSU though, regardless which you buy as they are rated 750w +
