I have a weird issue where Windows scrolls to the bottom on Windows settings and Windows App.
Eg selecting Wifi scrolls to the bottom. Add remove program page scrolls to the bottom.
Windows Photo zooms in. Which is the opposite of scrolling down but that's what happens.
However it does not happen in majority of programs or even Windows explorer. Just in settings and so far Windows Photo. Its been happening for a week now. Its intermittent and goes away if i restart the computer but then comes back. I've tinkered with the scroll settings in widows with no effect.
This is on a PC. I've tried a different mouse and unplugged the keyboard and every other USB peripheral. Same issue.
Googles showing me other people with similar issues but no solutions.
