vga led and no signal msi tomahawk motherboard

Hi,
ive just put together a new build and every time i shut down or restart i get the red led vga light up on the mobo.
the only way i can boot is to unplug everything take out the battery and remove the graphics card for a few minutes.

once its in windows the graphics card works fine so i dont know why the vga led is on. but everytime i shut down i have the same issue. everything is at stock so not an overclock issue

ryzen 5 1600
ddr4 16gb team group dark ram
msi b350 tomahawk
gtx 980ti
corsair rm850x psu
m.2 and ssd drive

I'd start with updating to the latest bios. Some of the early am4 bioses were a bit of a mess.

yeah did that yesterday. it seemed to be working fine was messing around on it today and then it stared having issues. seems to boot better with gfx card in the x8 slot instead of the x16 but still not everytime
