Video Editing (Premier Pro) + Gaming Rig build. Please tear it to shreds.

Hello World.

I am looking to buy/build a new desktop for video editing (with gaming in mind as well). I do not need it to be pretty - but efficient when in use and quiet when not rendering/encoding etc videos or running games.

For video editing, I will primarily be using Adobe Premier Pro (2k-4k video resolution, with a decent number of post processing effects such as Neat Video) and as such I am heavily leaning into the Comet Lake + Nvidia RTX side.

Sadly video editing hardware requirements are rather new for me, so I wanted to ask whether any of your jolly fellas suggest whether the following build makes sense and where I may be missing a trick or have not considered some obstacles?

-Am I right to assume that while a 5400RPM drive will be slightly slower than a 7200RPM, it will be quieter?

I can help with a few things here .

Intel does have an integrated gpu so you can get up and running.

3070 will be fine for editing and gaming the 3080 would be better if gamin g at 4k.

You can get ADATA XPG SX8200 Pro 1TB M.2 for £120

Case look at the PHANTEKS ECLIPSE P600S SILENT window versions available

No need for rgb if non window case.

This is very useful feedback.
The case looks spot on for what I am looking for and indeed makes RGB version of the RAM unnecessary. Eisbaer 360 cooler also looks promising (although I would probably change it to a closed loop, as I am paranoid about leaks) if I was to go with this version. (Incorporated into original post)
Re GPU, may wait to see where the prices settle after the two GPUs become more widely circulated and I see some more benchmarks regarding performance in Premier pro (I currently play in 1440p but will likely shift to 4k after the year end). Have you seen any aftermarket comparisons of them folks?

Updated my planned build:
Adopted the i9 10850k approach, amended the RAM to Team Vulcan option (given that a bit more speed does seem to help with Neat Video effect processing, which I tend to use a LOT for bloody drone and scuba footage), and considered the Elite vs Ultra form MB (depending on cost of final build may still keep the Ultra because of 3 M.2 spaces, as I will want to add 1 more later... I can never have enough Hard Drives).

Do you folks think "CorsairRMx Series RMx850 850W '80 Plus Gold" is the lowest PSU power I should go with (given desire to run a bucketload of hard-drives (adding a few of my older ones as well), and any comments on mechanical HD speed/volume question?

Any choke points I should consider or points of improvement you folks would recommend?

Yeah, elite .. if you zoom in on the picture. Bottom two m.2 are linked to South bridge. Top to CPU. But currently with specs it lists two m.2 with current 10th Gen.

Top M.2 will only work with 11th gen at 4.0 speed.

ULTRA, as you pointed out will work with 3x 3.0 m.2 regardless of 10/11th gen. And top m.2 would be 4.0 speed with 11th gen CPU

Thanks Orbitalwalsh. That makes sense. I assume we are looking at 2021 for the 11th gen Desktop processors though.

Unless youre working on very specific jobs, 8k and even 4k output is pretty unusual still. I'm an editor/mgfx artist and still asked to deliver 1080 99% of the time.

I'm using a 5820k, gtx 970 and 32gb ram and do videos for Samsung, Nokia, MasterCard etc and don't feel like I need to upgrade.
