Whats the law with electric bikes

So I’m getting mixed messages here .

An electric scooter is classed as a follows , a PLEV

However an electric bike is not it’s an EAPC

So I really don’t understand why one is road legal ( Bike ) and the other is not ( scooter ) . Surely the legal one should then have a relevant insurance , registration ect ?

The speed some idiot went pass me on an EAPC yesterday was worse than some scooter riders .

An EAPC must have pedals that can be used to propel it.

Basically it must be moved under your own steam, which an escooter isn't. Same as an ebike that can be moved without pedalling isn't road legal.

Electric bikes are limited up to 15mph (I think) with assistance too, so if he was going faster it was either illegal or he was pushing the bike fully under his own steam at the time.
