So is "Seagate Barracuda 7200.10 320GB ST3320620AS SATA-II 16MB Cache" better than "Western Digital Caviar SE16 320GB 3200KS SATA-II 16MB Cache"???

I thought western digital is known for better HD performance???

No, the Seagate will wipe the floor with that WD because they use different technologies. The Seagate uses the new perpendicular technology and mine gets 67.4Mb/s sustained transfer rates compared with about 57MB/s for the WD on old tech. Not only that, it is a Seagate so is very well built and should last for ages. I bought mine and have found nothing at all wrong with it - it is quiet, fast and no doubt should be reliable.

ok so this new perpendicular storage is good, but are you actually gonna see
much performance gain ?

also am i right in thinking that the newer perpendicular drives dont have NCQ,

so will the SataII Barracuda 7200.9 300GB (with NCQ) not be faster?

The newer drives are significantly faster and all Seagates since 7200.7 on SATA have NCQ. Don't forget, double the cache, new technology, higher density platters - it wipes the floor with pretty much all other 7200rpm drives.
